Turning engine off while pacing.

So when I hit my ignition button to turn my engine off to save fuel while pacing, I noticed that the crewchief will talk to me in a disappointed voice telling me to restart my car.
Im sure this was put in there for road races if you stall out. But in Oval races this is common practice in long distance races.
Could you add a option to turn that off, or just make it so he doesn't say anything in oval races when you shut your engine off?

I needed to push a release out today (a change in R3E's pit menu needed an urgent fix), so I just hacked the code to (hopefully) work around this issue. The stalled engine message should now only play if you're going less than 5m/s (about 12 mph).
