Assign control box greyed out

Hi all,

After a reinstall, I can no longer assign press-to-talk on my G29.

It's identified as an available controller but does not have any available actions.

***UPDATE***

After reinstalling on another system, also windows 10, I've noticed that the fault stems from an underpopulated "Available Actions" box.
